Caching

What:

Users are being asked repeatedly to clear their cache due to the 1.8 version continuing to display in the UI.  Improvements to the cache control setting have been made to enforce the browser refresh without user intervention.  The critical reason for the emergency fix is due to user having the ability to enter data from the UI that have different requirements on the new backend creating bad data.  Ex: Users in the old UI were able to save a note without the now required DOS causing the code to add a DOS of 01/01/0001 to meet the DB requirements.
